Empire City is set slightly askew in the Paragon Verse. Its a world of superheroes and villains - but unlike Paragon, which is considerably more 4-color than its dark twin, Empire City is darker, meaner, and more corrupt; Compare Metropolis vs Gotham City, and you'll have an idea. There are also fewer heroes and heroines, so backup is not as prevalent - so the Heroes are more likely to have to rely on their own wits and powers and judgement. Its a city that has elements of Gotham city, with corruption and prevalent crime, and the Noir aspects of Sin City - but at its heart is still a tale about Heroes who try to do the right thing, even when the world seems to be doing everything it can to discourage them. Happy endings exist - they're just a bit harder to reach.
